I am a City Letter Carrier for the US Postal Service in NY. I've been a city letter carrier for over 17 years and it is the best job I've ever had. I mostly work 5 days per week (sometimes includes a Saturday) and often have the opportunity for overtime, which is usually voluntary. The route I deliver has about 350 homes and I walk to each of their doors to deliver the mail. Please keep in mind that I don't have authority to speak for the USPS, so all opinions are solely mine, not my employer.

There is no regular mail delivery on New Year's Day.

I have read a lot of comments over mail men not delivering if there is obstruction impeding safe delivery without getting off the truck. But can the mailman leave my mail on the windshield of the car impeding access to my mailbox?

That is true Sergio. When a letter carrier is delivering from their truck and they can't access the mailbox due to a vehicle in the way or garbage cans blocking the mailbox, they can opt not to deliver the mail. I don't think they can just leave the mail on the windshield of the car impeding access to the mailbox. If there is a note on file saying explicitly that they can do this,maybe it would be allowed, but I wouldn't count on it. Generally, however, mail must be delivered to a mailbox or doorslot.

If something is sent to the wrong carrier facility, how is it solved?

It is very common for mail to arrive at our carrier facility but it should have been sent to the one where the mail is addressed to. If that happens, the clerks in our office will put all of that mail (and packages) into a piece of postal equipment labeled "misspent mail" or "loop mail" and be sent back to the processing plant. Usually it will then be sent to the correct facility the following day. 

According to union standards how many hours can a postman be required to work daily?

I don't know the answer to this. The most I've seen in the office where I work is 12 hours in one day and that isn't too common. A standard work day is 8 hours plus lunch (usually :30). There are pay changes when you work more than 8 hrs but I've never heard of an actual maximum number of hours to work in a day.

I lost my mailbox key and soon after that was evicted from my apartment (losing the key wasn't the reason). My bank statements still go to the apartment address. Will submitting a forwarding address get my mail redelivered? If not, how do I get it?

I don't know that submitting a forwarding order will result in your mail getting rede liveried from your former apt to your current address. You can submit a forwarding request for any future mail to be delivered to where you now reside or receive mail. As far as how you get the mail that has already been delivered, I don't know. You could contact the landlord or apartment management company to see if they have access to the mailbox and could send you your mail, but it's possible they don't have access to the mailbox or don't really care to assist you much now that you are no longer there. I'd recommend changing your address with your bank ASAP, and consider electronic banking so you can receive statements via email or online access. Banks are usually quick about updating addresses once they can verify the person requesting it is allowed to do so.

What time do mailmen deliver mail in the summer ?

It depends on each Post Office and how soon their mail is sorted and the letter carriers can load their delivery vehicles and start delivery. At the PO where I work mail is delivered as early as 9:15 AM and as late as 6:30 PM. The evening time can be even later if we are short-staffed. I've heard stories about letter carriers at other offices delivering later than that due to staffing shortages. If I were to work a regular schedule and everything went according to plan, I'd be delivering between 09:40 AM and 3:30 PM.

What does it mean when the mailman skips your house? My mailman deliberately speeds pass my house. Theres nothing blocking the mailbox. This has been going on for 2 wks. Every other day or so theres a mailman who does deliver the mail. Why isn't he?

It sounds suspicious or odd that your letter carrier is speeding past your house and skipping delivery with nothing apparent to block their access to your mailbox. It could be that you have no mail addressed to your house that day, but you would know better than me if you should be getting a delivery daily. I would call or somehow contact your local post office and ask to speak with a delivery supervisor or manager and mention it to them. Out of 6 delivery days a week, I would guess about 4 of them have some type of mailing that goes to each address which I service. I can't say it's the same for your town. It is also a bit strange that when you have another mail carrier they deliver the mail.
