I am a City Letter Carrier for the US Postal Service in NY. I've been a city letter carrier for over 17 years and it is the best job I've ever had. I mostly work 5 days per week (sometimes includes a Saturday) and often have the opportunity for overtime, which is usually voluntary. The route I deliver has about 350 homes and I walk to each of their doors to deliver the mail. Please keep in mind that I don't have authority to speak for the USPS, so all opinions are solely mine, not my employer.
Kyle, I think the normal amount of time for a First-class letter to get from Lancaster, PA to Charleston, SC, would be 2 days. From what you wrote it has already been 4 delivery days and the letter hasn't arrived. I don't know that it's rare, but it exceeds our service goal as far as I know. Are you sure you addressed the letter correctly and completely? Letters still get lost in the mail, missorted, misdelivered, destroyed by our automated sorting machines, etc. but that is all a very low percentage of the amt of mail processed.

As long as the letter carrier knows that the unit is vacant and doesn't deliver it there, the SSI ck will eventually find its why back to the issuing govt agency where it will probably stay until they get a valid address from you as to where to send the SSI cks in the future.

If there is a forwarding request on file for a certain name at a certain address, it is possible that the letter would be automatically forwarded to the new addrEss. We have an automated system that does this. The problem is that it doesn't catch every forwardable letter. it is possible that the letter gets accidentally delivered to the old address. One option is to write the letter to the old address and write "please forward" somewhere on the envelope. That may alert the carrier that the letter needs to be forwarded.

Generally if the item fits in your mailbox and doesn't require a signature it would be put in your mailbox. This includes First Class Mail with Delivery Confirmation (which rarely would require a signature unless the sender requests it). I hope that is what happens in your case. You may not have read my other replies on this forum but I do a lot of hedging in my answers due to the lack of consistency in delivery and procedures which I hear about both where I work and other places around the country. Also, I don't like to give misinformation or mislead anybody. As much as I know how things should be done with regards to mail delivery, the reality is it doesn't always work out that way. Generally, no. The reason is that if an item shows up after the mailman has left for their route, the new incoming mail may not even have been sorted yet. Furthermore, most POs have policy against giving out mail over the counter that is intended to be delivered by a letter carrier. I can't speak as to what your specific PO would do, but generally the answer would be no as stated above.

Kathryn, I'm sorry for the mistake that seems to have been made by the USPS in not delivering your package to your customer and then incorrectly returning it to you. As far as I know there is no way to get a reimbursment for that error, but I don't work in the customer service/retail part of the USPS operation so I can't say for sure. Did you verify that the exact address is correct? It sounds to me like you did verify it. Good luck and thanks for writing.

Thy mailman has instructions (called forwarding orders) on what mail to send to the central forwarding system. If your mail is being sent to another address for no reason, you may want to tell your letter carrier or delivery supervisor that you haven't moved and that your mail should be delivered as addressed.
