I am a City Letter Carrier for the US Postal Service in NY. I've been a city letter carrier for over 17 years and it is the best job I've ever had. I mostly work 5 days per week (sometimes includes a Saturday) and often have the opportunity for overtime, which is usually voluntary. The route I deliver has about 350 homes and I walk to each of their doors to deliver the mail. Please keep in mind that I don't have authority to speak for the USPS, so all opinions are solely mine, not my employer.
Shakita, I'm not sure what you mean by the postal carrier overlooked the mail. Do you mean that they looked inside it when they shouldn't have? If you know this for sure, I'd call or visit your nearby PO and speak with a delivery supervisor. It would seem hard to prove though I don't know the details in your case. If you meant that the postal carrier overlooked an outgoing piece of mail and forgot to take it, I'd recommend making it very visible to them next time and if it becomes a problem, please leave a note saying "please take outgoing mail. Thank you". I hope I have answered your question whichever way you intended it.
I think it should be 2-3 days for First Class Mail from California to Arizona. Our mail transportation is pretty reliable when it comes to meeting our delivery service goals as long as the mail isn't missorted or misdelivered.
Two good questions that are easy to answer. 1) there is no radio in the LLV which I drive. It's possible some postal vehicles have radios but not the one I use. Some carriers bring a portable radio with them or listen on their mobile devices to music or podcasts. I listen to podcasts while delivering the mail. I have one ear with the earphone in it and the other left open so I can hear any traffic or people looking to get my attention. We are probably not supposed to work with both ears covered.
2) I get both a pension and a 401(K) type program since I'm employed by a quasi-governmental organization. The pension is called FERS (federal employees retirement system) and the 401(K)-type program is called the Thrift Savings Plan. Along with Social Security, they make up the 3 "legs" of the retirement system under which I'm covered. The TSP offers a lot of potential growth because you can contribute a lot of your earnings plus the USPS matches some of your contributions. You choose how aggressive of an investor you want to be with your TSP contributions. Thanks for your questions and asking something I actually know about. Many of the questions here I can only answer by my experience not necessarily what the rules may be or how different people would act in a situation.
Your postal carrier shouldn't be misdelivering the mail at all. We all make mistakes but it shouldn't be a regular occurrence as you imply happens with your neighbor's mail coming to you. I think it's nice of you to bring it to your neighbor but you certainly don't have to. It is not rude whatsoever to leave the mail in your mailbox so the carrier can see it and hopefully deliver it correctly. I know you may not feel comfortable leaving a note in your mailbox with the incorrectly delivered mail stating that this is a regular occurrence and please be more careful with your delivery, but this type of note would be entirely appropriate. I care so much about delivering properly that I appreciate it when a customer tells me about an errant delivery or leaves the letter in their mailbox to be re-delivered. I wish all of my co-workers felt the same way. Some do and some don't. Thanks for your question.

I am appalled at these observations of a mail carrier. If they are a city letter carrier, they aren't allowed to do any of the as far as I know. The actions seem completely unprofessional and probably against postal regulations. I would never give someone a ride in my mail truck or even have enough time to talk to one person on the route. If I talk to someone for even a few minutes I start to get anxious that I'll be late returning to the PO from my delivery route. I don't think it is against the rules to take a ride with someone while you are in uniform as long as the mail is secured in the postal delivery vehicle. We are authorized a 30 minute lunch break, two 10-minute breaks, plus whatever bathroom breaks are necessary. I have heard stories like you have told while reading some Facebook Forums or message boards. They are definitely working somewhere I'm not familiar with and with a management who doesn't care to do anything about this. I believe in an honest day's work for an honest day's pay. People like you have observed have probably been ripping off the USPS and the ratepayers for years. There are definitely other USPS workers who would disagree strongly with my comments, but this is how I see it. If you know for sure you aren't getting all of your mail, you could bring it to the attention of the delivery supervisor of your local PO. I would question how you would know you are missing anything. It's possible that your apartment complex residents don't receive a lot of mail. Thanks for writing.
As far as I know, the break rules for city carriers are similar nationwide. We are allowed 30 minutes for lunch, up to 2 10-minute breaks plus unlimited comfort breaks (to use a bathroom). It really wouldn't be odd if the carrier was home 2-3 times a day but only one time should be more than 10 minutes (lunch time). Some carriers may have a lot of downtime on their routes if they move quickly or the mail volume is light, but my experience is that it's not a huge amt of extra time. I'm sure others will disagree with me. To answer your second question, a child shouldn't be riding along in a USPS vehicle. If the carrier is using their own vehicle that may or may not be against the rules. Either way, nobody but authorized USPS employees should be touching the mail and putting it into a community box. I'm not sure how much would get done or how much this bothers you, but you could always call the Post Office and speak with a delivery supervisor, manager or Postmaster.
Usually a point of delivery that has been establish (whether it be a group of cluster boxes in a trailer park or individual mailboxes at each trailer) doesn't get changed easily. I wouldn't accept a request like that to be made as that makes us less efficient and if it's done for one customer, others could claim they want it delivered to the house as well.
